Two different purposes

Residence first. Business permission separately.

01

Dependant’s Pass (DP)

For eligible family members of qualifying main pass holders to reside in Singapore.

02

Letter of Consent (LOC)

A separate authorisation for eligible DP business owners to operate their business. A DP alone does not authorise business operations.

For families of EP & S Pass holders

Who may qualify for a DP?

  • A legally married spouse or unmarried child under 21, including a legally adopted child.
  • An EP or S Pass sponsor earning at least S$6,000 in fixed monthly salary, based on their own income—not combined household income.
  • Sponsorship by an established Singapore-registered company, usually the employer.

Other main-pass categories and overseas intra-corporate transferee arrangements have separate conditions. The employer or appointed employment agent applies for EP/S Pass family members.

For DP business owners

Understand the LOC route.

01

Eligible business role

An ACRA-registered sole proprietor, partner, company director with at least 30% shareholding, or member of a company limited by guarantee.

02

Plan for renewal

At renewal, at least three months of DP validity is required, plus at least one Singaporean or PR employee meeting the prevailing Local Qualifying Salary and CPF requirements.

03

Keep the dates aligned

The first LOC is valid for up to one year or DP expiry, whichever comes first. Subsequent renewals are tied to DP expiry.

For the qualifying local employee, CPF contributions must have been paid for at least three consecutive months before the renewal application. Receive the relevant approval before operating.

  • For LOC: business registration, role and ownership records; for renewal, qualifying employment and CPF evidence.
Common questions

Clarity for your family and business.

Can any DP holder work for an employer on an LOC?

The LOC route described here is specifically for eligible DP business owners. Taking a job with an employer generally requires the appropriate work pass; do not assume a DP permits employment.

Does registering a company allow me to start operating it?

Not by itself. Company registration and the right to work or operate a business are separate. Check the applicable authorisation before beginning.

Can approval be guaranteed?

No. MOM assesses applications and may request additional information. Travel and business commitments should reflect that uncertainty.

Should we plan the family application with the main work pass?

Discuss the family’s intended move and the main pass status together. Confirm the correct application sequence and required supporting records before making firm travel arrangements.

What if a family document is not in English?

Check the relevant authority’s current translation requirements. Do not assume an informal translation will be accepted; confirm the required format before arranging it.

Can you assist with an existing dependant’s application or renewal?

Send an initial enquiry describing the current status, expiry dates and support needed. Do not include identity numbers or document scans in the general enquiry form.

Is LOC support the same as company incorporation?

No. Business registration and permission to operate or work are separate matters. Agree which services you need and confirm each approval or filing step.

What should I do if the family situation changes?

Explain the change and review the applicable reporting or application requirements with the relevant authority. The impact depends on the pass and circumstances.
